Uttarakhand's land record is the khatauni, the record of rights, and it is viewed free on Bhulekh Uttarakhand (Devbhoomi Bhulekh), bhulekh.uk.gov.in, through the Public ROR link. The online printout is for checking only and is rejected for registration, so a sale, mortgage or loan needs a certified copy from the tehsil office.

Menu names and steps below come from secondary guides, so follow the screen if it differs.

The records and what they hold

RecordWhat it showsNote
Khasra (gata)The number of one plotMust match the deed and the land on the ground
Khata, khatauniThe account record: current owner, land type and area under a khasraThe main check of present ownership
JamabandiOwner name, khasra or gata number, land type, area and mutation historyBhulekh UK serves khasra, khatauni, jamabandi and mutation records
Mutation entryDated history of ownership changesShows whether the latest sale was recorded
Mula deedHow the seller got the landNot a revenue record; the khatauni shows only the present position

Click path on Bhulekh Uttarakhand

  1. Open bhulekh.uk.gov.in. devbhoomi.uk.gov.in serves the same Bhulekh system.
  2. Click Public ROR (Record of Rights). It is a small link near the top and easy to miss.
  3. Select district, tehsil and village. A pargana level may also appear.
  4. Search by khasra number, khata number or owner name. For a name search, type both the owner's name and the father's name, because duplicate names are common in villages.
  5. Check the owner name, land type and area, then save or print the record as a PDF.

Cross-check by khasra number rather than by name, since a name search can open the wrong record.

What to check on the khatauni

FieldCheck against
Owner nameThe seller's ID and the mula deed. A mismatch is the biggest red flag; ask for the mutation order
Khasra or gata numberThe title deed and the plot on the ground
Land typePermitted use. A recent change in the deed may not yet show on the khatauni
AreaA fresh survey. Older hill plots often differ from the recorded area
Mutation entriesThe date of the last sale or transfer

An extract shows ownership only as of the day it is pulled. No fixed validity period is stated, so note the date and pull a fresh one before any deal.

Online printout and certified copy

  • At the tehsil, ask for a certified khatauni for the specific khasra number, pay the fee and collect it. Active digitised records are usually issued the same day (unofficial figure).
  • Whether the portal offers a digitally signed copy or online payment is not stated, so the tehsil office or patwari is the sure route.
  • Write down the khasra and khata numbers from the online search before going.

Mutation (dakhil kharij, intkal)

Dakhil kharij and intkal mean the same thing: the revenue record is updated with the new owner's name after a sale, inheritance or other transfer. It is done by the Tehsildar.

  • To apply, go to the Tehsildar's office for the area where the land lies, collect the dakhil kharij form and attach the sale deed, ID proof and property tax receipts. Officials verify and inspect the property first.
  • No online application is described. Online, only the status can be read: pull the khatauni by khasra number on Public ROR and look at the latest mutation entry and its date. A pending status means the khatauni has not caught up yet.
  • The usual time is 45 to 90 days, longer in hill districts or if someone objects (unofficial figure, confirm at the tehsil). A fee is charged but no amount is published.
  • If the file stalls, file an RTI with the Tehsildar or patwari; the reply is due within 30 days. An objection to a mutation is heard by the Tehsildar or Collector.
  • Mutation does not give title. A High Court view is that it neither creates nor extinguishes title, so the deed chain still matters.
  • Two traps: a family division never entered, where each heir's share needs its own mutation order, and inheritance entries that leave out daughters.

Bhu naksha (map)

  • Sources differ on the map site: one names bhunaksha.uk.gov.in, separate from Bhulekh; another says the map is served alongside Bhulekh UK. Choose district, tehsil and village, then find the khasra.
  • The map shows plot shapes only. Owners and shares are in the khatauni.
  • The two systems can disagree on boundaries. In the hills, land is often fragmented into many small pieces, so list every khasra of the khata and check that each has recorded access.
  • For a disputed edge, screenshots do not settle it. Formal measurement by revenue staff is a fee-bearing service, with no amount published.

Help and contacts

No helpline number is published. Take the khatauni printout and the document showing the right entry to the patwari or the tehsil office, which keeps the village records and issues certified copies.

Units and related pages

The unit printed on the khatauni is not published, so read the heading on your extract and use the land area converter to set your local size. Keep the khasra and khata numbers for the Farmer Registry, a Kisan Credit Card and PM Kisan. Other states are on the land records page, and paperwork help is under land services.
