Delhi's land record is on Bhulekh Delhi, the DLRC portal at dlrc.delhi.gov.in. The khatauni gathers all the khasra numbers one holder owns in a village, and the khasra is a single numbered plot. Viewing is free, but the on-screen view is for checking only. A bank, court or registration office wants a certified copy from the tehsil.
The portal covers revenue villages only. Planned colonies, DDA land, lal dora (abadi) areas and unauthorised colonies are not on it. Menu labels are from the portal's home page. Other steps and fees come from published guides, so follow the screen if it differs.
What the Delhi records are
| Record | What it shows | Note |
|---|---|---|
| Khasra Khatauni | Plot-wise and holder-wise entries: area, category, holders and shares | Home page option Khasra Khatauni Details under DLR Act |
| Jamabandi | The equivalent record for villages dealt with under the Punjab Land Revenue (PLR) Act | Home page option Jamabandi Details under PLR Act |
| Khasra girdawari | Crop and cultivation inspection record | The portal's online view of it is not described |
| Mutation (intkal) | Change of holder after sale, inheritance or gift | Handled through the Tehsildar |
How to view the khatauni online
- Open dlrc.delhi.gov.in. The home page has two record options, Khasra Khatauni Details under DLR Act and Jamabandi Details under PLR Act. Choose the one that fits how your village is recorded.
- Select your district, then the subdivision, then the revenue village. Parcel search will not run until these are chosen.
- Search by the key you hold: khata number, khasra number or owner name.
- Fill the captcha and click View Records.
- Read the holders, shares and area, then save or print the view with the date. Check the names and area against your own papers.
Some plots show a map or mutation history. Coverage is not the same across all areas.
Is it valid? Getting a certified copy
- The online khatauni is not accepted for a loan or registration. A printout is only for reference.
- Apply for the certified copy at the tehsil office of your village. The fee is not published; ask at the tehsil.
- The copy can be asked for online where available or at the tehsil counter, by giving the khata or khasra.
- When the copy arrives, check that it is signed, dated and the same as the latest online entry. If they differ on holder or area, get the tehsil to reconcile before using either.
- If the village has been urbanised and moved to the DDA, the issuing office can be unclear. Ask the lender which document it accepts.
Mutation (intkal) and status
- Mutation is handled mainly at the Tehsildar or Naib Tehsildar office, with partial online filing on e-Dharti (edharti.delhigovt.nic.in). Online filing is not the same in all 13 districts, so call the district office first.
- The offline application is on plain paper with a non-judicial stamp of at most ₹5 (unofficial figure, confirm at the tehsil). It states the village, the date of acquisition and the basis (sale, inheritance or gift). Documents listed: the sale or transfer deed, proof of residence, an affidavit, and for inheritance an affidavit from each surviving legal heir.
- A 15-day public notice follows. With no objection the Tehsildar sanctions it; an objection sends the case to the SDM. The whole process takes about 30 days. Appeals go to the Deputy Commissioner within 30 days of the order. These time limits come from unofficial sources, so confirm them at the tehsil.
- On e-Dharti the status is shown against the application number in stages: Submitted, Patwari Verification, Tehsildar Review, Approved. Then confirm the new name on the DLRC portal.
- Apply soon after registration. A registered deed and a mutation are separate steps, and mutation alone does not prove ownership.
- City property in MCD, DDA or L&DO areas follows different mutation routes.
Map (bhu naksha)
The DLRC home page has a GIS Map link and a Delhi Map link. To find a plot, choose See GIS Map, zoom to the district and village, open the khasra information tab and enter the parcel details to highlight the plot. The map shows revenue-village plots with their shape and neighbours. The boundaries are indicative and not a fresh survey, and lal dora, DDA layouts and unauthorised colonies are largely missing.
Contacts
- No helpline number is published on the portal's home page, which says to contact the revenue tehsil office for other information.
- For a wrong name, wrong area or a khasra that is missing, go to the tehsil of the village with your papers. Ask for the correction in the same week the certified copy is issued.
- The record may not show who actually farms the plot, so visit the land and check with neighbours before paying anything.
Units and related pages
Areas on old papers may be in bigha and biswa, whose size differs by place. Use the land area converter to set your local size. The same land details are needed for the Farmer Registry, a Kisan Credit Card and PM Kisan. For other states see land records for all states, and for related help see land services.
