Tripura's land record is the khatian, shown on the Jami Tripura portal at jami.tripura.gov.in. It is the Record of Rights (RoR) that links an owner to the dag (plot) numbers they hold in a mouza (revenue village). Viewing is free. The portal copy is a reference copy, and banks want a certified copy.

Steps, menu names and fees here come from published guides, which disagree in places. Follow the screen if it differs.

How to view the khatian online

  1. Open jami.tripura.gov.in. The home page option is called Get Online ROR/Khatian in some sources and Get RoR or Khatian or View ROR or Khatian in others. Look for whichever appears.
  2. Sources differ on login. One says basic searches need no login; others say registration is required to get an RoR copy. If asked, register with your details.
  3. Select the district, sub-division, revenue circle, tehsil and mouza.
  4. Search by khatian number, dag number (hal for the new number, sabek for the old), owner name, registration number, registration date or registration type. Some sources also mention search by rapat number or by vaseeka (mutation request) number.
  5. Fill the captcha and click Display. The khatian opens and can be viewed, printed or downloaded.

An Android and iOS app and Bangla and English language options are also reported (one source only).

Need help with land records, mutation or correction?

Is it valid? Certified copy and fee

  • Banks do not accept a portal printout for a loan. They need a certified copy.
  • The certified record comes from the Revenue Department's sub-divisional or DC office, or the tehsil, covering the mouza. You ask for a certified RoR extract for the dag number.
  • The fee and time are not published on the portal, and sources differ. One gives ₹15 per page of the khatian and ₹4 for each extra page. Another says a court fee is paid at the tehsil and the copy takes 7 to 15 working days. Confirm the amount and time at the counter.
  • A khatian copy is valid for three months from the date of issue (unofficial figure, confirm with the bank), and banks and registration offices reject older ones. Take a fresh copy near the date of the deal.
  • The portal can lag after a recent mutation. Where the two differ, go by the physical register at the Revenue Department.

Mutation (dakhil kharij) and status

Mutation is governed by the Tripura Land Revenue and Land Reforms Rules, 1961. A registered sale deed alone does not change the khatian.

Online:

  1. Log in to jami.tripura.gov.in. If you have not registered, register with Aadhaar, Voter ID and address proof.
  2. Under Citizen Centric Services choose Apply for Mutation.
  3. Select the district, sub-division, revenue circle, tehsil and mouza.
  4. Enter the deed number given by the Sub-Registrar, upload the documents, submit, and note the MR number.
  5. Track it under Know Mutation Status with the same location details and the MR number. It shows whether the order is passed or still with the Revenue Inspector or the DCM. An Absent MR entry means no application was filed.
  6. When the new owner shows, download the updated khatian.

Offline: register the deed at the Sub-Registrar, then fill Mutation Application Form No. 21 at the Tehsildar office with the original deed, khatian copy, land tax receipt and, for inheritance, a succession certificate. The Tehsildar enters the case in the Mutation Register and sets a hearing. After the DCM passes the order on Form B, collect the updated khatian.

  • Documents listed: registered deed or its number, khatian copy, land tax receipt, identity proof, and a succession certificate or will for inheritance.
  • A conversion fee is payable to complete mutation. The amount is not published, and a file can stall if the fee notice is missed.
  • No fixed time is published. It depends on the Revenue Inspector and the DCM, and an unresolved neighbour dispute halts it.
  • If a mutation is done in the name of one heir only, other heirs can challenge it later.

Map (bhu naksha)

The plot map is locally called the Dag Map, and it shows each plot's shape, size and neighbours. No separate Tripura map portal is named, and the place on jami.tripura.gov.in where a map may be found is not described. Ask the tehsil or the sub-divisional revenue office for the mouza map, and always compare it with the plot on the ground.

Contacts and cautions

  • No helpline number is published. The Tehsildar office, the Revenue Inspector and the DC office are the contact points.
  • For tribal and restricted land, a registered sale of land not classed Raiyati may be declared void. Check the kishim on the khatian.
  • One source mentions a fee calculator on the portal; its menu location is not published.
  • Area is recorded in acres or decimals.
