Bihar's land records are on Bihar Bhumi, biharbhumi.bihar.gov.in. The record that matters for ownership is the Jamabandi Panji (Register-II) kept at the Anchal office, and the khata and khesra numbers on it. You can view the jamabandi online by district, circle and mauza. A certified copy from the Circle Office costs ₹10 per page.

The mutation and certified copy rules below come from the Bihar Land Mutation Rules. Portal menu labels come from guides, so follow the screen if it differs. The general meanings are on the all-India land records page.

The registers and terms

  • Anchal and halka: the circle office headed by the Anchal Adhikari (Circle Officer), and the smaller halka under a revenue karmachari.
  • Registers: the rules name the Continuous Khatian (Form IB), Tenants' Ledger (Form II), Jamabandi Register (Form IIA) and Khesra Register (Form III), kept at halka and circle office.
  • Khata and khesra: the khata is the holding account and the khesra is a single plot number, as the guides use them.
  • Khata Pustika: a book listing all the land a tenant holds in a revenue village. The Circle Officer supplies it for ₹20 and updates it within 7 days of the tenant submitting it after a mutation.

  1. Open biharbhumi.bihar.gov.in.
  2. Choose Jamabandi Panji Dekhen, or Jamabandi Panji Khesra Vaar Vivaran for a plot-wise view (labels as given in guides).
  3. Pick the district, circle (anchal) and mauza from the lists. A sub-division or halka step may also appear, in a different order, so follow the screen.
  4. Search by khata number, khesra number or raiyat (owner) name.
  5. Compare the result with the Register-II at the Anchal office before any purchase.

Online copy and certified copy

The rules do not say whether the online jamabandi view is legally valid, so ask the Anchal office whether it is accepted for your purpose. The rules give a clear route for certified papers: apply at the Circle Office with ₹10 per page and receive the copy within 7 working days. That route covers extracts of the order sheet, correction slip, Continuous Khatian and Tenants' Ledger, and does not name the online jamabandi.

These figures are from the 2012 rules as amended in 2017. Later amendments exist, so confirm the current limits at the Anchal office. For the online application, guides name Apply New Mutation on Bihar Bhumi and emutation.bihar.gov.in for status.

Errors, grievances and helpline

  • The rules describe no separate correction form for a wrong name or area, so the Anchal Adhikari is the first stop.
  • Guides name biharbhumiplus.bihar.gov.in for grievances and suggest SMS alerts on Bihar Bhumi to catch entries made without the owner's knowledge.
  • No helpline number is published; for help, ask at the Anchal office.

Maps and units

The Bihar bhu-naksha site is not confirmed. One guide gives lrc.bih.nic.in/RoR.aspx as the map link, and bhunaksha.bihar.gov.in is another address. The units on the record are not stated, so read the unit heading on your own extract. Use the land area converter, where the bigha size can be set.
