In Sikkim the land record is the parcha (also written Khatian or Khatiyan), and it is viewed on ILRMS, ilrms.sikkim.gov.in, the Integrated Land Record Management System of the Land Revenue and Disaster Management Department. It was launched on Independence Day 2024 to let people check ownership details, boundaries and mutation status online. Viewing the reference parcha is free, but a printout is not accepted for a sale deed, loan or court case.

The portal home page and its contact details are the only first-hand parts here. Search steps and fees come from guides, so follow the screen if it differs.

Need help with land records, mutation or correction?

How to view a parcha

  1. Open ilrms.sikkim.gov.in and choose Reference Parcha or Know Your Property. It is not published which one opens the record search.
  2. Set the district, Block and Revenue Circle.
  3. Search by Khatiyan number or Khasra number.
  4. Read the holder, Khata, area and classification, and save the reference copy.

The area unit is not published. Read the unit printed on the record.

Free copy and certified parcha

  • The online reference parcha is free to view. An issued or certified parcha comes from the Revenue Office on a scheduled fee. No amount is published.
  • No sale deed can be registered in Sikkim without a valid, current parcha, and that online printouts are not accepted as certified records for registration, loans or court. Ask the Revenue Officer for the issued copy.
  • The parcha records the holder, not conclusive title. Check the title against the registered deed.
  • Only a holder of a Certificate of Identification (COI) or Sikkim Subject Certificate can own land, under Article 371F. The parcha does not show whether the named owner holds a valid COI, so check it separately.

Mutation

A registered sale does not change the parcha, and until mutation is done the record still names the seller.

  1. Register the deed first.
  2. Lodge the parcha, the registered deed and the COI, SSC or Identification Certificate of the parties with the Revenue Officer.
  3. The Revenue Officer checks the papers, and a spot inspection may follow.
  4. Read the updated parcha and confirm your name, the Khasra and Khata.

Sources differ on the route: one says it is processed through ILRMS; another says it is an offline process at the Revenue Office of the DC office. The home page has a Track Your Application service for following a case. The fee is described only as nominal, at scheduled rates, and no timeline is published.

  • The home page has a Know Your Map (Bhunaksha) link to an external site. The map address itself is not given.
