In Odisha the land record is called the RoR (Record of Rights), and each RoR sits under a khatiyan number. The Revenue and Disaster Management Department runs it at bhulekh.ori.nic.in. Viewing is free and needs no login.

The portal's own user manual says the data is refreshed every day. The portal does not say whether the on-screen copy is legally valid, so read the section on certified copies before using it for a loan or a sale. What the Odisha records are called

Check your RoR step by step

  1. Open bhulekh.ori.nic.in. The home page shows "RoR View", "Map View" and "Contact Us". The "Login" box is for departmental users only.
  2. Under "Select Location for RoR", choose the District, then the Tahasil, then the Village. Some guides add an RI Circle step; the user manual lists only district, tahasil and village.
  3. After the village is chosen, search by Khatiyan is selected by default. The other options are Plot number and Tenant name.
  4. Pick the number from the "Select Khatiyan" drop-down and click "View RoR".
  5. At the foot of the RoR are three buttons: "Khatiyan Page" (back to the search), "Print" and "Pay Land Revenue" (goes to the ePauti portal).
  6. The "Odia" button at the top right shows the details in Odia. Viewing Odia text may need the Odia font that the portal offers for download.

Another route is the page "Search Your Plot by Plot Unique Id", which also has a "Know Your Plot Unique Id" tool that asks for district, tahasil, village, khatiyan and plot.

Need help with land records, mutation or correction?

Is the online RoR legally valid?

  • The portal states that the information shown is updated and that no physical visit is required to see it. It does not describe the printout as a certified copy.
  • A secondary guide says the portal copy is for reference and that a copy signed by the Tahasildar is needed for registration, loans and court matters. The fee is described only as nominal and is not published on the portal.
  • Ask the Tahasil office for the current fee and process before paying anyone.

Map (Bhu Naksha)

"Map View" on Bhulekh leads to BhuNaksha Odisha, which opens with a "Select District" box and "Proceed" and "Reset" buttons. The page needs a district to be picked first. The portal FAQ says the map can be checked under the "Map View" tab.

Mutation

  • Registration does not change the RoR. The buyer must get the name entered through mutation, which the Tahasildar decides. A guide says the case can be filed at the Tahasil or through Bhulekh Odisha, and can be tracked online.
  • The mutation fee and the time limit in days are not published; ask at the Tahasil office.
  • The Bhulekh home page also links to "RCCMS" (Revenue Court Case Management System), "Registration Portal" and "Payment of Land Revenue".

Errors, correction and contact

The portal's "Contact Us" page says that for any information or discrepancy, a farmer should contact the concerned Tahasildar or the Director, Land Records and Survey, Board of Revenue, Cuttack. The contact details given are email [email protected] and phone 0671-2509582, from 10:00 AM to 5:30 PM on working days. The page links dwistodisha.nic.in for the Tahasildar. A guide says a name mismatch is fixed by a corrigendum at the Tahasil or by an affidavit.

Land units

A guide reports that the RoR gives area in acres and decimals, with 100 decimals to an acre. Use the land area converter (it lists cent, the same unit as decimal) to compare with the acres in other documents.

Where the RoR is needed

Farmer ID needs land details, so see the farmer registry page. Banks ask for the record for a Kisan Credit Card, and PM-Kisan checks land ownership.
