West Bengal does not pay a subsidy on a tractor to an ordinary farmer. The product list of the Financial Support Scheme for Farm Mechanization (FSSM) and the small-tools scheme (OTA-SFI) has power tillers, rotavators, transplanters and reapers, but no tractor. Tractors appear only under the Custom Hiring Centre (CHC) scheme, at 40% with a ceiling of ₹1,60,000 to ₹4,00,000 by size.
All four schemes are applied for on one portal, wbfms.wb.gov.in, run by the Department of Agriculture. A farmer buying a tractor for his own field has to choose between a loan and the CHC route, and the CHC route comes with conditions.
The four schemes on wbfms.wb.gov.in
- FSSM: machines for farm work such as power tillers, rotavators, reapers and pumps, at 50% (60% on solar pumps).
- OTA-SFI: small hand tools and sprayers, at 50%.
- CHC: setting up a custom hiring centre, which is where tractors, trolleys, combine harvesters and balers appear, at 40%.
- FMB: a farm machinery bank, which takes a group of machines.
An applicant can apply under only one of these schemes in a year, and a person who got a subsidy under any scheme in the previous four years (2021-22 to 2024-25 for the 2025-26 round) cannot apply.
Tractor ceilings under CHC
| Tractor (CHC list) | Rate | Subsidy ceiling |
|---|---|---|
| 2WD, up to 20 PTO HP | 40% | ₹1,60,000 |
| 4WD, up to 20 PTO HP | 40% | ₹1,80,000 |
| 2WD, above 20 to 40 PTO HP | 40% | ₹2,00,000 |
| 4WD, above 20 to 40 PTO HP | 40% | ₹2,40,000 |
| 2WD, above 40 PTO HP | 40% | ₹3,40,000 |
| 4WD, above 40 PTO HP | 40% | ₹4,00,000 |
| Tractor trolley (hydraulic or normal) | 40% | ₹50,000 |
The listed figure is the ceiling for the category. The subsidy is worked out on the indicative price of the model, which the Agriculture Department publishes each year (445 models for 2025-26), and cannot go above the ceiling. The list shown is the 2024-25 product list, and the guidelines of 2025-26 were issued on 7 July 2025.

Who can apply
- Any individual registered under the Krishak Bandhu (New) scheme, as well as self help groups, cooperative societies (SKUS, PACS), farmer producer organisations and farmer interest groups recognised by a government department.
- The applicant needs a voter card number, Aadhaar number and an active mobile number. Two applicants cannot use the same one of these three.
- For CHC, the documents are the project application form submitted at the District office, voter card, Aadhaar, land record, passbook page, a detailed project report and a quotation. FSSM and OTA-SFI forms go to the Block office.
How to apply on the portal
- Open wbfms.wb.gov.in. Before logging in, use Product Compare and the dealer list to see models and dealers.
- New applicants choose Sign Up and register with the voter card number and mobile OTP. Others log in directly.
- On the dashboard choose Apply Now and pick the scheme. Select the machine from the product list of the dealer you want. In CHC the dealer chosen at the time of application stays fixed.
- Upload the voter card, Aadhaar, land record and passbook page. Images go in JPEG and the land record in PDF, within the size limits the form shows.
- Submit, and note the Application ID. The status of each stage shows on the dashboard, and the form can be downloaded as a PDF.
- The machine can be changed until the Block officer has checked the form. Then the printed form with documents goes to the Block or District office.
What happens after selection, including the purchase window, payment mode and verification, is not described in the applicant manual. Ask the district agriculture office for the order of steps.
Dates and helpline
For 2025-26, online applications ran from 10 September 2025 at 11 am to 3 November 2025. Edits were allowed until 25 September. Dates for the next round are not published yet.
- Helpline Desk: 8336957298 or 18003455178, 10 am to 5 pm.
The tractor buyer's real options
A buyer who is not setting up a hiring centre should plan on a normal tractor loan. The EMI calculator shows the monthly cost, and the on-road price tool shows the amount to finance. A farmer who needs only a tillage machine can get a power tiller under FSSM at ₹1,00,000 to ₹1,20,000.
