Arunachal Pradesh does subsidise tractors, and it does so mainly through its own state programme, the Chief Minister's Agriculture Mechanisation Programme (CMAMP), not only through the central SMAM scheme. A secondary source lists a fixed subsidy of ₹5.00 lakh on a 45 HP tractor under CMAMP. The model is a front-end subsidy: 45 percent from the government, 45 percent as a bank loan and the rest paid by the farmer.

Rates below come from a scheme summary site, a news report on the programme and the central SMAM guidelines. The Directorate of Agriculture has the final word on current rates and forms. The national picture is on the tractor subsidy overview.

Which schemes pay on a tractor here

  • CMAMP (state programme): fixed rupee subsidy per machine, whatever the price of the machine. The tractor line is the biggest after the combine harvester.
  • SMAM (central): the 2018-19 guidelines give tractor subsidy by PTO HP band, and treat beneficiaries of North Eastern states in the higher 50 percent group. The Centre funds Himalayan and North Eastern states at 90 percent against 60 percent elsewhere.
  • Whether the two can be combined on one tractor is not stated in the sources. Ask the District Agriculture Officer before buying.

CMAMP: fixed subsidy per machine

MachineSubsidy per machine
Tractor (45 HP)₹5.00 lakh
Combine paddy harvester₹15.00 lakh
Mini combine harvester₹4.20 lakh
Paddy transplanter₹1.50 lakh
Reaper₹1.32 lakh
Power tiller (10 HP and above)₹0.85 lakh
Water pump set (10 HP)₹0.35 lakh
Rotary tillers, power sprayers, winnowers and similar₹0.15 to ₹0.70 lakh

The programme model is 45 percent subsidy, 45 percent bank loan and the balance from the beneficiary. A March 2022 report names State Bank of India, Arunachal Pradesh Rural Bank and the Arunachal Pradesh Cooperative Apex Bank as the lending banks.

SMAM central ceilings (2018-19 guideline)

These are the maximum subsidy per machine in the 2018-19 revision. The first column applies to SC, ST, small and marginal farmers, women and beneficiaries of North Eastern states, at 50 percent. The second applies to others, at 40 percent. Later revisions were not confirmed.

Machine50 percent group, maximum40 percent group, maximum
Tractor 2WD, 8 to 20 PTO HP₹2.00 lakh₹1.60 lakh
Tractor 4WD, 8 to 20 PTO HP₹2.25 lakh₹1.80 lakh

Power tiller, 8 BHP and above₹0.85 lakh₹0.70 lakh

A secondary guide for Arunachal adds that compact tractors under 25 HP and power tillers of 8 to 12 HP suit the hill terraces. That is a guide's view and not a scheme rule.

  2. Fill the offline CMAMP application form.

Follow the screen if its labels differ.

The sources do not describe a selection method such as lottery or first come, and do not give the purchase window, bill upload or inspection steps for CMAMP. Ask the district office for them.

Dates and scale

No current application window is published in the sources. In March 2022 the Chief Minister said ₹91 crore had been released against a target of ₹120 crore, and 44 tractors and 22 power tillers were handed over at a Kisan Mela in Roing. The same report said an online application system and a call centre were being developed. Whether they are live now is not confirmed.

Before you buy

With a 45 percent bank loan in the model, the loan decides how much you carry. Check prices on the tractor price list, the on-road price tool and the EMI calculator, and read about tractor loans. Find sellers on tractor dealers, look at implements, and try the subsidy finder.
