Odisha does subsidise tractors, and it does so through its own State Plan scheme rather than SMAM. A farmer registered on Krushak Odisha books a tractor on the Go-Sugam portal (sugam.odisha.gov.in) and gets 40% or 50% of the cost, capped at ₹1,20,000 for a 2WD tractor of above 20 to 40 PTO HP and ₹1,50,000 for the 40 to 70 PTO HP band. The money comes straight into the farmer's bank account.

The scheme is called DBT Farm Mechanisation. Booking is online, limited by a target for each block, and the subsidy follows the farmer's Aadhaar-linked bank account. The rules below come from the 2026 operational modality and the pattern of assistance in force from April 2025.

Which scheme pays on a tractor

  • Tractors: covered under the State Plan scheme "2078 Popularization of Agricultural Implements, Equipments and Diesel pump sets". The pattern of assistance lists two bands only: 2WD above 20 to 40 PTO HP, and 2WD or 4WD above 40 up to 70 PTO HP. No band for tractors up to 20 PTO HP is listed.
  • Power tillers and implements: paid under SMAM (under PM-RKVY), NFSM or the State Plan, on the same portal.
  • Tractor-driven implements: the subsidy is given only to a farmer who owns a tractor. The tractor registration number is checked on VAHAAN and locked to that implement.

Subsidy on a tractor

Farmer categoryTractor 2WD, above 20 to 40 PTO HPTractor 2WD or 4WD, above 40 up to 70 PTO HP
SC, ST, small and marginal farmers, women50%, up to ₹1,20,00050%, up to ₹1,50,000
Other farmers40%, up to ₹1,20,00040%, up to ₹1,50,000
Registered women self help groups (WSHG)75%, up to ₹1,65,00075%, up to ₹2,10,000

The subsidy is worked out on the indicative cost or the MRP, whichever is lower. For tractors the indicative cost is "as per OAIC price", because Odisha Agro Industries Corporation (OAIC) uploads the tractor sale prices district by district. Forty per cent of ₹3,00,000 is ₹1,20,000, so on a tractor costing more than that, both groups get the same ₹1,20,000 in the lower band.

A farmer who has taken a subsidy on the same machine can claim again only after a five-year moratorium, at 100%, 75% and 50% of the pattern for the first, second and third purchase.

Who can apply and what is needed

  • Any individual farmer registered with Krushak Odisha and Go-Sugam, with a valid Farmer ID, Aadhaar and mobile number, whatever the size of the holding.
  • Registered groups such as Pani Panchayats, cooperative societies and self help groups, through one nominated member who has his or her own Farmer ID, mobile number and Aadhaar.
  • A women's self help group needs a WSHG-ID approved by the CDPO and applies through the member who runs the group bank account. Targets for WSHGs are capped at 33%.

How selection works

Selection is by booking against a target. The Director of Agriculture allots targets to districts, the district divides them among blocks, and each block target is split into Normal, SCP and TASP categories. A farmer can book only while target is available for the block and category, so early booking matters. Block targets are shown under Citizen View on odishafarmmachinery.nic.in.

Steps from booking to subsidy

  1. Register on Krushak Odisha and log in to Go-Sugam with the Farmer ID and Aadhaar. An OTP goes to the registered mobile.
  2. Book the tractor. If target is available, the system gives a booking ID. A booking stays saved for 10 days.
  3. Choose the make, model and a dealer from the list for the district. The dealer is sent an SMS and must give an offer price within the day.
  4. Take the printed permit. It is valid for 30 days if the farmer pays from his own funds and 45 days if a bank or NBFC loan is used.
  5. Pay the full cost. Self finance goes from the Farmer ID bank account through net banking or e-challan on the payment gateway. With a loan, the lender pays the dealer and mails the Delivery Order to the Executive Engineer (Agril.) and the CDAO. The farmer pays the margin money through the gateway. Apply for the loan before booking, so the Delivery Order fits within 45 days.
  6. The dealer hands over the bill, guarantee card and user manual and enters the tractor registration certificate details. The manufacturer validates the engine and chassis numbers.
  7. The subsidy is released to the farmer's bank account through the Bank Aggregator System or PFMS within 3 to 7 working days. Aadhaar-based payment is being activated, so the Aadhaar must be linked to the bank account.

The farmer signs a declaration to keep the tractor for five years. Selling it earlier lets the government recover the subsidy under the Odisha Public Demands Recovery Act.

Dates and where to ask

For 2026-27 the new portal fmdbt.agriodisha.nic.in goes live. Bookings opened in phases from 20 and 21 April 2026 and were rescheduled to 22 and 23 April 2026. The booking page was closed on 9 June 2026 and on 31 August 2026 to top up targets, with phase-wise bookings restarting from 10 June and 1 September 2026. The slot details are on the portal. Later dates are not published.

Farm Mechanisation Melas are held at district and sub-division level, where dealers take bookings, payment and supply on the spot. A buyer who misses the quota can still take a normal tractor loan, and the EMI calculator shows the monthly cost.
