Updated: 4 October 2026
Nagaland has no published open application for a tractor subsidy that an individual farmer can file. The tractors that reach farmers come mainly through the Chief Minister's Corpus Fund, which handed out 35 tractors on 4 July 2026, and through the Department of Agriculture's SMAM programme. Power tillers, hill-suited machines and Custom Hiring Centres are the routes that are described in more detail.
The Department of Agriculture says farm power in Nagaland is only 0.447 kW per hectare against a national 1.73 kW per hectare, and that in some districts 90% of farmers are small and marginal and cannot afford machines. That is why the state's programmes lean on hiring and group ownership.
The three routes for a tractor
| Route | What it gives | Source and year |
|---|---|---|
| Chief Minister's Corpus Fund (CMCF) | 35 Mahindra and New Holland tractors for 35 farmers, costing ₹3.30 crore with accessories (about ₹9.4 lakh each on average); 224 tractors and 262 power tillers since 2006-07 | Morung Express, 4 July 2026 |
| SMAM (Department of Agriculture) | 50% subsidy on machinery, and free distribution under the North East component; 93 tractors, 878 power tillers, 460 brush cutters and 215 rotary tillers given free or on subsidy | Department page (2016-17); Governor's address, 2021 |
| Custom Hiring Centre and Farm Machinery Bank | Tractors, tillers and implements for hire at subsidised or minimum rates | Eastern Mirror, 29 October 2025; Department page (2016-17) |
The CMCF rate of subsidy is not stated in the 2026 report. The Department's page gives 50% for SMAM machinery, with some items free of cost under the North East component, for 2016-17.
The Chief Minister's Corpus Fund route
- The distribution began in 2006-07, the "Year of Farmers", through the Planning, Agriculture and Allied Departments.
- An earlier report (2011) says the programme targets progressive farmers and organisations. The 2026 report does not describe the selection method or the number of applicants.
- The Chief Minister urged the 2026 recipients not to sell the tractors and equipment and to use them effectively.
- The Principal Secretary said traditional farming had become economically unviable and that mechanisation was meant to make agriculture more productive and commercially viable.
- No portal or application form is named in the reports. Enquire at the District Agriculture Office or the Planning and Transformation Department.
The SMAM route
The Department of Agriculture handles SMAM under the Promotion of Farm Machinery in North East Region component. Its numbers for 2016-17 give a feel for the scale:
| Component, 2016-17 | Number |
|---|---|
| Demonstrations on farm machinery (all districts and sub-divisions) | 30 |
| Farmers trained on farm machinery | 625 |
| Power tillers sold on subsidy under SMAM | 90 |
| Power tillers sold on subsidy under RKVY | 22 |
| Farm Machinery Banks for Custom Hiring established | 5 |
| Further Farm Machinery Banks with at least 8 farmers each | 7 |
A 2024 report names power tillers, paddy transplanters, threshers, brush cutters and tractors of 45 HP and above for foothill areas among SMAM machines in Kohima district villages. The report gives no subsidy rates. The national SMAM guidelines revised in 2018-19 give North Eastern state beneficiaries 50% per machine, with limits of ₹2.00 lakh for a 2WD tractor of 8 to 20 PTO HP, ₹2.50 lakh for above 20 to 40 PTO HP and ₹4.25 lakh for above 40 to 70 PTO HP. Whether Nagaland applies these to tractors is not stated by the Department.
For a Farm Machinery Bank, the same guidelines give 95% of cost up to ₹10 lakh in the North East component, and 100% up to ₹1.25 lakh per beneficiary on projects of 8 to 10 farmers up to 150 farmers.
The Custom Hiring Centre route
- A Custom Hiring Centre was inaugurated at Chumoukedima on 29 October 2025 under NMEO-OP (2023-24), operated by the District Agriculture Office.
- It holds tractors, tillers and other implements and is meant for small and marginal farmers, particularly oil palm growers.
- The hiring rates are described only as subsidised or minimum rates; no rupee figure is published.
Eligibility, documents and how to apply
The sources opened do not publish an eligibility list, documents, token money, a lottery or a first come rule for tractors in Nagaland. No application window or last date is published. The practical step is to ask the District Agriculture Office or the Directorate of Agriculture which machines are open this year, whether the selection is by list or by project, and what documents they need. After selection, a purchase window, dealer choice, bill upload or DBT payment step is not described in the sources.
If you want a tractor now
- Hire: use a Custom Hiring Centre or a Farm Machinery Bank near you, and check the rate with the District Agriculture Office.
- Group: a group of at least 8 farmers can ask about a Farm Machinery Bank.
- Loan: see tractor loans and the EMI calculator. Resale of a tractor given under the Corpus Fund is discouraged by the Chief Minister, so a purchase on loan is the cleaner option for an owner who may want to sell later.
- Price and dealers: tractor prices, the on-road price tool, tractor dealers and implements. Other schemes are in the subsidy finder.
