Yes, Goa pays a subsidy on a tractor. Under the state's Promotion of Mechanisation in Agriculture scheme (Central and State), the Directorate of Agriculture pays 50% of the standard cost or the actual cost, whichever is less, for a tractor, mini tractor, power tiller or mini tiller. The handbook does not set a separate rupee ceiling for tractors or split the rate by horsepower.
The Goa Directorate of Agriculture runs this through its zonal offices and the Krishi Card, not through a state tractor portal. For the national rules see the tractor subsidy overview. The figures below come from the Directorate's 2022-23 farmer handbook and its earlier scheme list, so confirm them at the zonal office before buying.
What the scheme pays
| Item | Assistance (Goa Directorate of Agriculture) |
|---|---|
| Tractor, mini tractor, power tiller, mini tiller | 50% of standard cost or actual cost, whichever is less |
| Paddy combine harvester | 50% of standard cost or actual cost, whichever is less (listed in the 2022-23 handbook) |
| Other approved machines such as weedcutters, processing machines, sprayers | 75% of standard cost or actual cost, whichever is less |
| Weedcutter and mini tiller for ST farmers | 90% of standard cost or actual cost, whichever is less |
| Implements and attachments | 50% of actual cost or standard cost, whichever is less |
| Who can claim | Individual farmers, groups of farmers and NGOs |
The handbook gives the same 50% for a tractor whether the buyer is a general, SC or ST farmer. Only the weedcutter and mini tiller carry the higher 90% rate for ST farmers. A news report of May 2025 in The Goan also says the standard rate is 50% and up to 90% for ST farmers, and lists tractors, harvesters, weed cutters and power tillers as covered.
The same report says over 1,500 farmers bought machinery under the scheme in 2024-25 against a target of 1,600, at a subsidy cost of about ₹4 crore, and that 12,368 farmers took part over five years. Officials link the rising demand to labour shortage and high wages.
Other mechanisation help in Goa
- Custom hiring: 50% of the standard hire charges when a farmer books Government machinery, or machinery of registered service providers enrolled with the department. This suits small paddy plots where owning a tractor does not pay.
- Paddy transplanting by machine: ₹15,000 per hectare (50% of ₹30,000) for an individual farmer, and ₹18,000 per hectare (60% of ₹30,000) for collective transplanting.
- Clearing shrubs, bushes and weeds with a power machine: ₹15,000 per hectare or 50% of the cost, whichever is less, as a one-time assistance.
- Nursery kit for mechanised transplanting (trays, silpaulin sheets, sieves, spacers): 50% subsidy limited to ₹1 lakh.
- Interest subsidy: 4% for farmers taking loans up to ₹5 lakh for agriculture and allied activities, for a maximum of 5 years for an individual beneficiary. Use it with a tractor loan if the bank classes the loan as agricultural, which the handbook does not confirm.
Who is eligible and what to carry
The mechanisation scheme names individual farmers, groups of farmers and NGOs. The department's Krishi Card registers each farmer with land holdings and is issued free of cost. The handbook says data on the card is shared across schemes, so get the card first. For an individual farmer the Krishi Card file asks for self-attested copies of:
- Application form with passport size photo.
- Latest Form I and XIV with the land detail form.
- Self declaration (format available at zonal offices).
- Sale deed, power of attorney, NOC, lease deed or death certificate, whichever applies.
- Aadhaar, election card and ration card.
- Caste certificate, if applicable.
- Bank passbook first page, and the mandate form.
- Soil sample of each survey number.
Groups, SHGs and companies need a registration certificate, a resolution or memorandum or partnership deed, and the group's bank passbook as well.
How to apply
- Get a Krishi Card from the Zonal Agricultural Officer of your taluka if you do not have one.
- Ask the Zonal Agricultural Officer or the Mechanical Cultivation Officer for the application for the machinery you want and the approved standard cost.
- Submit the form with the documents above.
- Buy the machine only after the office confirms, then claim the subsidy. The handbook does not describe the purchase window, bill upload, inspection or payment steps, though its Krishi Card note refers to payment to farmers under DBT mode.
The Directorate publishes no selection method, token system or online tractor portal for this scheme. Check the department's site, agri.goa.gov.in, or the zonal office for the current form.
Dates
No application window or last date for the tractor component is published in the handbook or the news reports. Applications appear to be taken through the year at zonal offices, but this is not stated, so ask the office.
