Kerala's own list of subsidised tractors and its yearly targets for individual farmers are not published in the sources used for this page. What is published is the central cost norm under the Sub-Mission on Agricultural Mechanization (SMAM), which Kerala's Department of Agriculture Development implements. That norm lists tractors, and the table below shows its rates.

These ceilings are from the 2018-19 revision, and the state's action plan each year decides what is funded. Ask the Krishi Bhavan or the district agriculture office before buying. The national picture is in the tractor subsidy overview.

Central norms for tractors and power tillers

MachineSubsidy for SC, ST, small and marginal farmers, womenSubsidy for other farmers

Tractor 2WD, above 20 to 40 PTO HP50%, up to ₹2.50 lakh40%, up to ₹2.00 lakh
Tractor 4WD, above 20 to 40 PTO HP50%, up to ₹3.00 lakh40%, up to ₹2.40 lakh

Power tiller, below 8 BHP50%, up to ₹0.65 lakh40%, up to ₹0.50 lakh
Power tiller, 8 BHP and above50%, up to ₹0.85 lakh40%, up to ₹0.70 lakh

Kerala is not in the North Eastern group, so the higher 50% column applies only to SC, ST, small and marginal farmers and women. Everyone else falls in the 40% column. The subsidy is a share of the machine cost, limited by the ceiling in the table.

How the scheme runs in Kerala

  • A finance company guide says the scheme is run by the state agriculture department and local Krishi Bhavans, through the agriculture mechanization portal and direct benefit transfer.
  • The Farm Machinery Testing Centre of Kerala Agricultural University at the Kelappaji College of Agricultural Engineering and Technology, Tavanur, Malappuram, is named in the guidelines as a machine testing centre.
  • For custom hiring centres, the central guidelines allow only machines tested at an approved institute, bought from approved suppliers, with the brand chosen by the buyer from the approved list.

Registration and documents

The portal FAQ describes four kinds of registration: farmer, society, entrepreneur and manufacturer. A farmer needs:

  • Aadhaar card and a mobile number for the OTP
  • Record of rights of the land
  • Passport size photograph and a copy of the bank passbook
  • An ID proof other than Aadhaar, and a caste certificate for SC, ST or OBC

Category (SC, ST or general), farmer type (small, marginal or large) and gender must be entered correctly, because a wrong entry gets the application rejected at physical verification. Land and bank details must be added before applying for a machine.

Steps, as a guide describes them

  1. Register on the agriculture mechanization portal and complete the Aadhaar linked check.
  2. Choose an approved machine, upload the documents and submit the application.
  3. Wait for the approval order. The guide warns that buying before approval may affect eligibility.
  4. Buy from an approved dealer. The dealer uploads the bill on the portal.
  5. Physical verification of the machine.
  6. Subsidy through direct benefit transfer. The FAQ says the subsidy can go to the farmer or to the dealer, as selected when the dealer uploads the bill.

How targets are shared between applicants, whether by first come or by draw, is not stated in these sources. The FAQ says whether a farmer can benefit again in the same year depends on the state.

What is particular to Kerala

  • KAMCO: the state-owned Kerala Agro Machinery Corporation, set up in 1973, says on its website that it supports farmers in completing SMAM registration. Its phone numbers are 91-484-2474301 and 9400865666.
  • Coconut harvesting machines: the finance guide lists coconut harvesting tools among the equipment the scheme covers.
  • Farm machinery banks: under the 2018-19 guidelines a village can set up a bank of machines with 80% assistance on a project cost of up to ₹10 lakh. Custom hiring centres for rural entrepreneurs, progressive farmers and self help groups get assistance as listed in the guidelines, and 40% on machines not listed.

Dates and contacts

  • No current application window for Kerala is published in these sources.
  • No Kerala SMAM helpline number is published here. Contact the local Krishi Bhavan, the district agriculture office or KAMCO on the numbers above.

Paying for the rest

If no subsidy is open for a tractor, work out the cost with the on-road price tool and the EMI calculator, and read the tractor loan page. Compare models on the prices page, find a seller on the dealers page, browse implements and check the subsidy finder.
