Mizoram does not pay an individual farmer a subsidy on a tractor, going by the Agriculture Department's own farm mechanization page. Its list of rates puts tractors only inside Custom Hiring Centres, where a group of farmers gets them at 95% subsidy up to ₹9.50 lakh. A single farmer can get a subsidy on a power tiller (50% up to ₹85,000) or a mini power tiller (50% up to ₹65,000).
The Department runs this under the Sub Mission on Agricultural Mechanization (SMAM), which it has implemented since 2012. The cost is shared 90:10 between the Centre and the State. The state has no separate online booking portal named on that page, so the route is through the Directorate of Agriculture and Farmers Welfare in Aizawl and the district offices.
What Mizoram pays for, by machine
| Item | Rate of subsidy |
|---|---|
| Tractors and implements for a Custom Hiring Centre | 95% up to ₹9.50 lakh |
| Paddy reapers (for a group of farmers) | 100% up to ₹1.25 lakh |
| Power tillers | 50% up to ₹85,000 |
| Mini power tillers | 50% up to ₹65,000 |
| Brushcutters | 50% up to ₹30,000 |
| Knapsack sprayers | 50% up to ₹750 |
| Rotavators | ₹50,400 (a fixed amount, no percentage given) |
| Sugarcane crushers | ₹75,000 (a fixed amount) |
| Gur boiling pan | ₹5,000 (a fixed amount) |
The Department's page does not print a year or a farmer-category split for this table. The same figures appear in the national SMAM guidelines revised in 2018-19, where the ₹85,000 and ₹65,000 limits match the power tiller rows for 8 BHP and above, and below 8 BHP, and ₹9.50 lakh is 95% of the ₹10 lakh limit for a farm machinery bank in the North Eastern region. Confirm the current limits with the Directorate before buying.
Why a tractor comes only through a Custom Hiring Centre
- Group, not individual: the Department says each Custom Hiring Centre has 15 to 25 or more farmers, and 233 machines have been given to these centres.
- What a centre gets: tractors and implements at 95% subsidy, and paddy reapers at 100% subsidy up to ₹1.25 lakh, for a group of farmers.
- The national rule behind it: for the North Eastern states, SMAM sets aside a project-based component of up to ₹10 lakh per farm machinery bank at 95% of cost, and up to ₹1.25 lakh per beneficiary at 100% for projects of 8 to 10 farmers and up to 150 farmers (2018-19 guidelines).
- Result for you: a farmer who wants a tractor for personal use finds no individual row on the Department's list. A farmer who is willing to be part of a group can ask the Directorate whether a new centre is being formed.
Eligibility, documents and selection
The Department's page does not publish eligibility conditions, a document list, or the method of selecting beneficiaries (lottery, first come or target-based). It does describe how machines are bought: the Department floats an open tender to dealers, and the dealer that best fits the Department's guidelines is chosen as the approved dealer. Approved suppliers come only from institutions approved by the Government of India that hold a valid certificate and an attested test report.
The page does not describe any purchase window, bill upload, physical verification or DBT payment step for Mizoram, so none can be stated. The supply is arranged by the Department through its approved dealers.
How to apply
- Write to or visit the Directorate of Agriculture and Farmers Welfare, Tuikual A, Aizawl, or the agriculture office of your district.
- Ask which SMAM items are open for the year, and whether a Custom Hiring Centre group is being formed in your area.
- For a power tiller, ask for the application form and the documents the office needs; the list is not published on the Department's page.
- Machines are supplied through the dealers the Department approves by tender.
No application dates or last dates are published on the Department's page.
What has been delivered so far
- 1,110 power tillers and 354 mini power tillers on subsidy.
- Sugarcane crushers, brush cutters, tillage implements and sprayers "in large number".
- A number of tractors and paddy reapers at 95% subsidy through Custom Hiring Centres.
If a Mizoram farmer still wants a tractor
- Join or form a group: a Custom Hiring Centre is the only tractor route the Department lists.
- Loan: see tractor loans and the EMI calculator to check the monthly instalment before committing.
- Price: check tractor prices and the on-road price tool; hill roads add transport cost.
- Dealers and implements: tractor dealers and implements. For other schemes, use the subsidy finder.
