What is the difference between certified, foundation and truthful label seed?

On bags I see words like foundation seed, certified seed and truthful label. What is the actual difference and which one should a farmer buy?

These are different classes in the seed chain, each one a step away from the original breeder seed. Breeder seed is produced by the scientist or institute and is the purest starting point. Foundation seed is grown from breeder seed under strict control and usually carries a white tag; it is mainly used to produce the next class, not for normal grain growing. Certified seed is grown from foundation seed, inspected in the field and tested by the State Seed Certification Agency, and carries a blue tag; this is what most farmers should buy for sowing a crop. Truthful label seed (TL) is sold by the company on its own guarantee, with an opal or company label, and is not certified by the government agency but the company is legally responsible for the quality printed on the label. For everyday sowing, certified (blue tag) or good truthful label seed from a reputed company both work; foundation seed is only needed if you plan to multiply seed yourself. Confirm the tag class with the dealer or KVK if unsure.

Simple way I remember it, blue tag means government tested certified, white tag is foundation for seed growers. For my field I just pick blue tag.

I grow seed for the corporation, so I buy foundation (white tag) seed. For grain farmers it is overkill and costs more.
