Flowers turning into small green leafy structures with no capsules and a bushy witch broom top is sesame phyllody, a phytoplasma disease spread by leafhoppers. An affected plant gives almost no seed, so the loss can be heavy, and there is no spray that cures an infected plant. The control is to manage the leafhopper carrier and remove the source. Rogue out and destroy phyllody affected plants early before the hoppers move the disease further. Manage leafhoppers with a recommended insecticide so the spread slows, and keep weed hosts down. Timely early sowing within the recommended window often escapes the worst hopper period. For next season use clean seed and a tolerant variety where available. Confirm the disease and hopper management with your KVK or JNKVV Jabalpur.
Phyllody plants are useless, all green flowers, no seed. Pulling them out as soon as I spot them and controlling the hoppers kept it from spreading across the field.
