Under the Central Sector 10000 FPO scheme, a Farmer Producer Organisation is usually formed and hand-held by a Cluster Based Business Organisation (CBBO) appointed by an implementing agency like NABARD, SFAC or NCDC. The basic steps are: mobilise farmer members, decide on registration as a Producer Company under the Companies Act or as a cooperative, prepare the memorandum and articles, register the entity, get PAN, TAN, GST if needed, and open a bank account. Membership targets are typically a few hundred farmers, with minimums often higher for plains than for hilly and NE areas. The scheme provides equity grant support and a credit guarantee, routed through the CBBO. Approach your district agriculture office or NABARD to be linked with a CBBO rather than doing it alone.

We formed our FPO with help from a CBBO linked through NABARD. Doing it alone was confusing, the CBBO handled the registration as a Producer Company, the memorandum and the PAN. I would strongly suggest getting linked to a CBBO first rather than trying every step yourself.

From our experience, finalise the list of genuine, active farmer members before registration rather than padding the number, because the implementing agency later checks that members are real and contributing. A clean, committed core group made the equity grant and bank dealings much smoother. Quality of membership matters more than just hitting the count.

A pitfall we hit was not keeping a proper member register from the start. Later when we wanted the equity grant, clean shareholder records were needed. From day one, maintain a list of members, their shares and contributions. It saves a lot of trouble at the grant stage.

Membership minimums differ for plains versus hilly and North East areas, so check the number that applies to your region with your district agriculture office or NABARD. We almost organised around the wrong target. Also decide early between a Producer Company and a cooperative, since the registration path differs.
