If a bank refuses your KCC without a valid reason, you have several steps. First ask the branch for a written reason for rejection, as banks must give one. KCC is a priority sector product and eligible farmers should not be turned away arbitrarily. Escalate in writing to the branch manager and then to the bank regional or nodal officer. You can also raise the matter at the district level through the Lead District Manager or the agriculture department, and at bankers meetings (DLCC) farmers grievances are reviewed. If still unresolved, file a complaint with the RBI Banking Ombudsman through the RBI CMS portal. Keep copies of your application and any acknowledgement.
From my experience, ask the branch to log your application in their system and give you an acknowledgement with a date. Many farmers are turned away verbally with nothing on paper, so there is no record. Once I had a dated acknowledgement, the branch could not pretend I never applied, and the regional office took my complaint seriously.

One mistake I made was applying with incomplete papers, which gave the bank an easy reason to refuse. Make sure your land record, Aadhaar and photos are all in order first. KCC up to a certain limit has simplified paperwork and no separate collateral, so a complete file is harder to reject.
