pm kusum vendor delay, solar pump not installed after payment, complaint nodal agency discom

If you have been sanctioned a solar pump and paid your share but the vendor is delaying installation, first contact the empanelled vendor in writing and keep a record of dates. If they still delay, escalate to the state nodal agency or DISCOM that manages PM-KUSUM in your state, quoting your application or work order number. Most states have a portal grievance option and a helpline for the scheme; use them and keep copies of your sanction letter and payment receipt. Vendors are bound by a service timeline and warranty, so a formal complaint usually speeds things up. Do not pay any extra unofficial amount to the vendor to get the work done faster.
Mera vendor bhi 4 mahine se la-pata tha. Maine work order number ke saath nodal agency ke portal pe likhit complaint ki aur sanction letter ki copy lagayi. 2 hafte me vendor ne aa ke pump laga diya. Likhit shikayat ka asar hota hai.
After my pump was finally installed, I made sure to get the installation completion report and check that the warranty card and pump details were entered correctly in my name. A neighbour skipped this and had trouble later when the controller failed under warranty. Insist on the completion paperwork before you sign that you are satisfied.
Keep copies of everything from day one, the sanction letter, payment receipt and any message from the vendor with dates. When I escalated to the DISCOM, they asked for exactly these. Without proof of when you paid, it is hard to prove the vendor is delaying.
If the state nodal agency helpline keeps you on hold, try the public grievance portal for your state or even the district collector grievance cell, quoting your work order number. In my case a complaint logged on the state CM helpline got forwarded to the DISCOM and the vendor was contacted within days. Use whichever official grievance channel your state has and keep the complaint number.
Do not pay any extra cash to the vendor to jump the queue, some asked me for it and it is not allowed. The vendor is bound by a service timeline and warranty under the empanelment. If the nodal agency or DISCOM helpline does not respond, a written complaint to the agriculture office in your district also adds pressure.
One thing I learned the hard way: take dated photos of the spot where the pump is to be installed and of any partial work the vendor leaves behind. When I escalated, the agency asked whether any work had started at all. Photos with dates made it clear the vendor had taken money and done nothing, which moved my complaint faster.
