A Cluster Based Business Organisation (CBBO) is a professional agency empanelled under the 10,000 FPO scheme to form and nurture FPOs. It mobilises farmers, registers the Producer Company, prepares the detailed business plan, trains the board, sets up book-keeping and compliance, and provides handholding for 5 years. The CBBO is paid by the implementing agency (NABARD, SFAC, NCDC and others) out of scheme funds, so for farmers in a scheme cluster this support is essentially free. CBBOs are engaged by Implementing Agencies, who in turn report to the Ministry of Agriculture. To get linked, contact your district NABARD or SFAC office. Confirm the empanelled CBBO list for your state on the official portal.

Our CBBO was genuinely helpful with registration and the first business plan, but quality varies a lot between agencies. Ask other FPOs in your district about their CBBO before you get linked. A weak one just ticks boxes.

One thing to remember, the CBBO handholds for five years and then steps away. Use those years to learn the work yourself, do not let the CBBO do everything. We made sure our directors sat in on every meeting so we could stand on our own after the support period ended.
