If a dealer charges above the printed MRP, refuses to sell without bundling other products (tagging), or denies stock that the PoS shows, that is illegal under the Fertilizer Control Order and Essential Commodities Act. First ask for a proper PoS bill at MRP. If refused, note the shop name, date, and details, and complain to the District Agriculture Officer or the fertiliser inspector; many states also have a helpline and the central DBT/e-Urvarak grievance system. You can check live stock position of a retailer on the PoS data. Keep the bill as evidence. Buying only against an Aadhaar-authenticated PoS bill protects you and creates a record.

When a shop near us forced us to buy a micronutrient bottle along with DAP, a few of us complained together to the agriculture officer. A group complaint with names got faster action than one farmer alone.

Always insist on the printed bill even if the dealer grumbles. Without a bill at MRP you have no proof later. I keep a photo of every fertiliser bill on my phone now.

Some districts have a WhatsApp number or a toll-free agriculture helpline for exactly this. Saving that number before the busy season meant I could report quickly instead of hunting for it during the rush.

If one shop is short of stock, the PoS data can show which nearby outlet has it, so you are not stuck paying a premium. Ask the officer or check the dealer list rather than accepting an inflated price quietly.
