What is back-ended subsidy through NABARD and why is it not given upfront?

Every animal husbandry scheme says back-ended subsidy through NABARD. I don't understand what that means or why I can't just get the money first to build my farm.

Back-ended subsidy means the government's share is not handed to you at the start; instead you first build and run the unit using a bank loan plus your own margin, and only after the work is done and verified does NABARD release the subsidy. That subsidy does not come to you as cash. It is parked in a subsidy reserve fund account against your loan, and it reduces your outstanding loan, usually after a lock-in period during which you must run the unit properly. The reason it is structured this way is to make sure the money actually creates a working farm and is not diverted, and to ensure you have your own stake in the project. Practically this means you need a bank to sanction a term loan first, you need margin money of your own, and you should plan your cash flow assuming you will be repaying the full loan in the early months before the subsidy gets adjusted. The percentage, ceiling and lock-in conditions are set by the scheme and revised periodically, so confirm the current terms with your bank and the implementing State Animal Husbandry or Fisheries Department. A common disappointment is farmers expecting upfront cash; once you understand it is loan-linked and adjusted later, you can plan correctly.

Yahi galatfehmi mujhe bhi thi. Socha tha paisa pehle milega. Bank wale ne samjhaya ki loan chukana shuru karna padega, subsidy baad me loan kam kar degi.
