Do hill and North Eastern states get a higher horticulture subsidy share under MIDH?

This goes back to the design of the mission, where the earlier Horticulture Mission for North East and Himalayan States was folded in, and the cost norms and percentages for those regions are kept more favourable because farming costs and transport are higher there. So for the same component, like a polyhouse, cold storage or area expansion, a farmer in a North Eastern or hill state may get a larger share than the general rate in the plains. On top of that, within any state, small and marginal farmers and SC and ST farmers often get a higher percentage than general and larger farmers.
