The three components serve very different needs, so picking the right one first saves a lot of confusion. Component A is for setting up small ground mounted or barren land solar power plants, usually larger capacity, where farmers, groups, panchayats, or cooperatives put up a plant on unused land and sell power to the DISCOM. This suits someone with spare barren or fallow land near a substation, not someone who just wants to run a borewell. Component B is for standalone off grid solar pumps, that is, a brand new solar pump for a field that has no electricity connection or relies on diesel. This is what most individual farmers without a grid pump apply for. Component C is for solarising pumps that already have a grid electricity connection, either by adding solar to the individual pump or by feeder level solarisation done by the DISCOM, and here you can also feed surplus power back to the grid. So roughly: no grid connection and you want a new pump, look at Component B. You already have an electric pump and want to add solar and possibly sell surplus, look at Component C. You have spare land and want to run it as a power plant, look at Component A. The exact eligibility, capacity bands, and whether a particular component is currently open differ by state, so confirm with your state nodal agency or DISCOM before applying.
I had a diesel pump and no electric line, so Component B was the obvious one for me. My cousin already had a metered electric pump and went for Component C because he could sell back surplus.
Component A only made sense for a neighbour who had barren land close to a substation. For normal borewell irrigation it is B or C, not A.
One thing that helped me decide: under Component B the pump is off grid, so there is nothing to sell back, while Component C keeps your grid link so surplus export is possible. If selling power matters to you, that points to C.
