Yes, tenant farmers, sharecroppers (batai), and oral lessees can get a Kisan Credit Card and crop loans even without land in their own name. The common route is through a Joint Liability Group (JLG): a small group of such farmers forms a group and the bank lends to the group, with members guaranteeing each other. Some states also issue tenant farmer identity or cultivation certificates that banks accept. Carry your Aadhaar, the cultivation/lease document or JLG papers, and crop details to a public sector, regional rural, or cooperative bank. The same effective 4% interest with timely repayment applies. Allied activity farmers like dairy and fishery workers are also eligible for KCC. Ask your bank or a nearby NABARD-supported NGO about forming a JLG.

In my state the revenue office issues a cultivation/loan eligibility card for tenants. Getting that one document made the bank accept my application without owned land. Ask your tehsil whether your state has such a certificate.
A NABARD-supported NGO near us helped form and train our group before approaching the bank. That made the bank far more comfortable lending. So if a bank hesitates, going through such an agency can open the door.
