Is lavender farming viable in India and which regions and uses suit it?

Lavender is a cool climate aromatic crop and in India it is realistic mainly in temperate hill areas, the Jammu and Kashmir region under the so called purple revolution and parts of Himachal and Uttarakhand have promoted it, and it does not suit hot humid plains. It is grown for essential oil and dried flowers used in aromatherapy, cosmetics and herbal products. It is a perennial that yields for several years once established, with oil distilled from the flowering spikes. The market is value addition driven, raw flowers alone fetch little, the money is in the oil and dried product, so you usually need a distillation unit or a buyer who has one. CSIR Aroma Mission and some state programmes support lavender with planting material and training, so check the current support and the realistic oil yield for your area with the aroma mission centre or your KVK before investing, and confirm where your oil will be sold.
