Buy only from authorised, licensed dealers and from government channels. The safest sources are the State Seed Corporation outlets, the National Seeds Corporation (NSC), your nearest Krishi Vigyan Kendra (KVK) or State Agriculture University seed sale counter, and registered private dealers who hold a valid seed licence. For certified seed look for the blue certification tag of the State Seed Certification Agency stitched to the bag, with a lot number and a validity (test) date that has not expired. Always insist on a proper printed cash bill with the company name, lot number, variety and your name on it, because without a bill you cannot complain later. Many states also sell subsidised seed through the agriculture department or online portals; ask your block agriculture officer which counters are active this season. Confirm the current authorised dealer list with your local KVK or agriculture department before paying.
