Can I get a KCC as a tenant farmer on an oral lease with no registered land?

I farm rented land for years but there is no written lease, only a verbal arrangement with the owner. Can I still get a KCC?

Yes, tenant farmers, oral lessees and sharecroppers are allowed to get a KCC under the scheme, you do not have to own the land. The common route for someone with no land paper of their own is a Joint Liability Group, where four to ten farmers in similar situations form a group and the bank lends to the group, with members standing guarantee for each other. Some states also issue Loan Eligibility Cards or land cultivation certificates to recorded tenants, which a bank can accept in place of ownership papers. The difficulty is proof of cultivation, because with only a verbal arrangement the bank has nothing on file. So the practical step is to get some recognised proof: a tenancy or cultivation certificate from the revenue or panchayat office, or join or form a JLG that your bank deals with. The exact documents banks accept vary by state and branch, so ask your branch and your local revenue office what proof of tenancy they will take.

Main batai par kheti karta hoon, mere paas apni jameen nahi thi. Hamare gaon me 6 logo ne milkar group banaya aur bank ne group ko KCC diya. Akele se nahi ho raha tha, group se aasan ho gaya.

In my state the revenue office gives a cultivation certificate to recorded tenants. I got one and the bank accepted it. Without any paper at all it is very hard, so try to get at least that certificate first.
