What is the land mutation (dakhil kharij) process and why is it important?

Mutation, called dakhil kharij in much of north India and pheri or fer-badal in some states, is the updating of the revenue records to show you as the new holder after a sale, inheritance or gift. The sale deed (registry) records the transfer of the title, but the village land record (khatauni, jamabandi or 7/12) does not change automatically. Mutation is the step that gets your name entered into that record. The general process is: after registration, apply for mutation at the tehsil or the local revenue office (or online where your state allows it), submit the registered sale deed and your ID, the revenue officer issues a public notice so anyone with an objection can come forward, and if there is no valid objection the mutation is approved and your name is entered. Why it matters: without mutation your name may not appear in the revenue record, which can block you from getting a crop loan, claiming scheme benefits like PM-Kisan, paying land revenue in your name, or selling later without disputes. It does not by itself prove ownership, the title comes from the deed, but it is essential for record and for day to day dealings.
