Aquaponics combines fish farming with soilless plant growing, where fish waste feeds the plants and the plants clean the water, so you are running two biological systems linked together. Running two living systems at once is the real challenge. When my fish were stressed the plants suffered too, and the other way round. It is a balancing act.
Aeration backup is non-negotiable. A power cut without backup can kill your fish fast, and then the whole system is down. Spend on that first.
