Broccoli is generally grown well as an open field crop in the cool season and does not need a polyhouse in most plains and hill areas. A polyhouse or net house is only worth it if you want off-season production when open field heading would fail in heat, and that off-season window is where the higher price is. For most small farmers the economic choice is open field in winter, with a polyhouse only if you already have one and want to stretch the season. Decide based on whether you have a confirmed off-season buyer who will pay the premium, and check this with your local horticulture office.
Open field in winter near Nashik works fine for me. I would not build a polyhouse just for broccoli unless you can sell in the hot months when no one else has it.
