Our village group of about 100 farmers wants to start an FPO this year. We keep hearing different things. Can someone lay out the steps in the right order so we do not waste time?

Here is the practical order most successful FPOs follow. 1) Mobilise farmers and form 8 to 10 informal farmer interest groups in nearby villages so members actually know each other. 2) Pick a clear business idea, what will you trade or process, not just a registration. 3) Get a CBBO (Cluster Based Business Organisation) attached to you if you are coming under the 10,000 FPO scheme, since they handle hand holding, training and most paperwork. 4) Choose legal form, usually a Producer Company under the Companies Act. 5) Collect documents from at least 10 promoter members (directors), get DSC and DIN, draft the MoA and AoA, and file for incorporation with the Registrar of Companies (ROC) on the MCA portal. 6) Open a bank account and PAN/TAN in the company name. 7) Build up paid up share capital from members. 8) Apply for any input/output trade licences you need (seed, fertiliser, pesticide, GST). 9) Start trading small and clean before scaling. Do steps 1 and 2 properly; an FPO registered without a real business plan is the commonest reason they die. Confirm current scheme rules and CBBO allotment on the SFAC or NABARD portal for your state.
We made the mistake of registering first and deciding the business later. Sat idle for a year. Decide what you will sell before you spend on registration.
Our CBBO did almost all the ROC filing for us. If you are under the scheme, use them fully, do not pay a private consultant separately.
Add one thing: get at least 300 to 500 members on board early even if registration only needs 10 directors. The grant and the buying power both depend on real numbers.
Step 8, the licences, took us the longest. Start the seed and fertiliser licence application early because the office takes time. Do not wait till you are ready to trade.
We formed the small farmer interest groups first like the team says. Honestly that village level trust is what kept members loyal later. Do not skip it just to register fast.
