I want to keep some milled rice and paddy at home for the year. How long can it last and what makes it go bad or get insects?

How long rice lasts depends mostly on how dry it is, how clean and sealed the storage is, and whether it is paddy or milled rice. Properly dried paddy stores longer and protects the grain better than milled rice, which is more exposed and can pick up insects and rancid smell faster, especially in heat and humidity. Well-dried, clean rice kept in an airtight container in a cool dry place can keep for several months and often through the year without serious trouble. The things that spoil it are moisture, which brings mould and musty smell, and storage insects like weevils and moths, which often arrive in already-infested grain or from a dirty bin. So before storing, dry to safe moisture, sieve out broken grain and dust where insects breed, clean the container fully, and fill it to the top so little air remains. Keep it away from damp walls and floors. Check it once in a while; if you see insects, sun the grain, sieve, and reseal. Avoid chemical fumigants at home, as they are hazardous and restricted. For long home storage, hermetic or airtight storage of dry, clean rice is the reliable method. Verify safe moisture for paddy and rice with your KVK.
I keep paddy rather than milled rice for long storage and mill it as needed. It stays fresher this way.
