Leaves with uneven, blotchy yellow mottling that does not match on the two sides of the midrib, along with twig dieback, small lopsided fruit that stay partly green and taste bitter, and seeds that are aborted, strongly suggest citrus greening, also called HLB. It is a bacterial disease spread by the citrus psyllid and also through infected budwood. This is a major cause of orchard decline. Confirm with your KVK or a lab, since zinc and other nutrient deficiencies can also cause yellowing and the management is very different. There is no cure for an infected tree. The approach has three parts: plant only certified disease-free saplings, control the citrus psyllid that spreads it, and promptly remove and destroy severely infected trees so they do not act as a source for the rest of the orchard. For psyllid control use KVK-recommended actives in rotation, following the label, pre-harvest interval, and resistance management, and watch residue and MRL limits on fruit. Keep trees vigorous with proper nutrition and watering so they hold up longer. Please get a confirmed diagnosis before removing trees, as it is a hard decision.

In our Nagpur santra belt the blotchy mottle that is not symmetrical on the leaf is the clue that it is greening and not just zinc shortage. We got it tested before pulling out trees.

Controlling the psyllid on the new flush is key because that is when they spread it. We coordinate sprays across nearby orchards so the insects do not just move next door.
