The holes and powder come from pulse beetle (bruchid), which can carry over from the field and breed in storage. Dry the grain thoroughly in the sun to low moisture before storing, since dry grain resists pests far better. Store in clean, airtight containers or sealed bins so the beetles get no oxygen and cannot move in, and keep the storage area clean of old infested grain. Traditional methods like mixing a little neem leaf or storing in airtight steel bins help small lots. Avoid mixing new grain with old. For larger quantities, ask your KVK about safe approved storage practices. Inspect periodically and re sun any lot that shows activity.

Airtight steel bins solved my bruchid problem. Sun dry the grain really well first, then seal it. Never mix fresh grain with old stock, the old stock brings the beetles in.
