Can large cardamom be grown outside Sikkim and the Northeast hills?

Realistically large cardamom needs cool moist hill conditions with shade and high humidity, generally higher altitude in the Eastern Himalaya. It will not perform in hot dry plains or low warm areas because it suffers heat stress and poor capsule set. Some trials happen in similar cool hill pockets of other Northeast states and parts of the Western Himalaya, but it is not a plains crop. If you are outside the traditional belt, the honest answer is to first check whether your altitude, shade, humidity and winter cold actually match before buying suckers. Your state horticulture department or KVK can tell you if your location is suitable rather than you discovering it after planting.
