Plan a floriculture polyhouse project in a clear order rather than building first and arranging money later. First, decide your flower and confirm a market or buyer, because the whole project must fit what sells near you. Second, get a realistic project report prepared with the structure cost, planting material, drip and fertigation, working capital for the months before income starts, and an honest income range based on verified local rates, not best case numbers. Third, approach your bank or NABARD linked lender with that report for the term loan, and in parallel apply to the state horticulture department or NHB for the protected cultivation subsidy, since the subsidy is usually credit linked and you must follow their process and often use empanelled vendors and approved structures. Fourth, the subsidy is commonly released after the work is built and verified, sometimes on a lottery or first come basis, so expect to fund it first and get subsidy later. Confirm the current subsidy slab, ceiling area, vendor rules and the exact application order with your horticulture office and bank before you spend, because doing it in the wrong order, such as building before approval, is how growers lose the subsidy.

Market first, then structure. I see people build a beautiful polyhouse and then scramble for a buyer. Sort the buyer and the realistic rate before you put a single pole up.

The subsidy in our area was released after building and verification, and there was a lottery. So I needed the bank loan and my own funds to build first. Do not assume the subsidy money comes upfront.

Keep working capital for the first several months when the crop is growing but not yet earning. That gap broke a couple of growers I know who put everything into the structure and had nothing left for inputs and labour.

Use the empanelled vendor and approved structure list if your scheme requires it, a friend built with an outside vendor to save money and his subsidy claim got rejected. Check the rules with the horticulture office first.
