Milk fat is partly fixed by breed, with buffaloes and indigenous cows naturally higher than HF crossbreds, but feeding and management still make a real difference. Low fat is often linked to too little fibre in the ration, so giving enough good quality dry fodder and green fodder rather than only concentrate usually helps. Sudden ration changes, acidosis from heavy grain, mastitis, and milking stress can all pull fat down. Make sure you milk the cow out completely each time, since the last milk drawn is the richest in fat. For SNF, balanced energy and protein and clean water matter. If fat stays low across many animals, get your ration checked by a vet or dairy advisor rather than buying fat boosters blindly.

When I increased dry fodder and stopped over feeding grain, my fat reading went up within a couple of weeks. Also complete milking really matters, the strippings are the fattiest.

Check whether the cow has a low grade mastitis you are missing. One of my cows tested low on fat and SNF and it turned out one quarter was mildly infected. After the vet treated it, the readings came back to normal. A strip cup check before milking is worth the habit.
