What is a DPR or project report and why do I need one for a livestock subsidy?

A DPR, or detailed project report, is the written plan of your livestock or fishery project that shows what you will build, what it costs, how you will run it and how it will repay the loan. A good DPR usually covers the unit size and type, land and shed details, the number and breed of animals or the pond area and species, capital cost broken into items with quotations, recurring costs like feed and labour, expected production and income, a year by year cash flow, and how the bank loan and subsidy fit in. It matters because the bank uses it to decide your loan and the department uses it to appraise your subsidy, so a vague or unrealistic DPR is one of the most common reasons applications get rejected or sent back. You can get a DPR prepared by the State Animal Husbandry or Fisheries Department staff, by NABARD model project templates which exist for many standard units, by Krishi Vigyan Kendras, or by a competent consultant. Use realistic local prices and conservative production numbers rather than inflated figures, because an over-optimistic DPR fails at appraisal. Build the technical parts, like animal numbers and feed, on advice from a vet or fisheries officer so the plan is sound.
