How to raise a PM-KUSUM grievance during the maintenance period, who is responsible, and how to escalate a non responsive vendor.

During the comprehensive maintenance period, fixing a faulty pump, panel or controller is the empanelled vendor's responsibility, so your first step is to log the complaint with the vendor using the service contact written in your work order, and keep a record of the date and what you reported. If the vendor does not respond in reasonable time, escalate to the state nodal agency that sanctioned your pump, because they hold the empanelment and can press the vendor to act, and many states have a helpline or a grievance section on the PM-KUSUM portal for exactly this. Quote your application or work order number, describe the fault, and mention the dates you already contacted the vendor. For grid connected Component C issues that involve metering or export, the DISCOM is also a point of contact. The reason it pays to go through official channels is that the vendor is bound by the tender to maintain the system for the agreed years, so a written complaint to the nodal agency carries weight that a phone call to the vendor alone may not. Keep your work order, warranty terms and all complaint records safe, since they prove the fault arose within the maintenance period. Confirm the exact grievance helpline and portal complaint route for your state with the nodal agency, since the contact points differ.
When my vendor went quiet, a written complaint to the nodal agency quoting my work order number got them moving within days. The phone calls alone had done nothing.
Keep dates of every call and message to the vendor. That record is what made my escalation stick.
