Because they are your only legal proof if the seed fails or turns out fake. The printed bill (in your name, with the company, variety, lot number, quantity and date) proves what you bought and from whom. The certification or truthful label tag proves the class, lot and test date. The empty bag links the seed to the company and lot. If germination fails or the variety is wrong, the Seed Inspector, the agriculture department and the consumer court will all ask for these documents, and without them your complaint usually cannot proceed and you get no compensation. So always insist on a proper bill (not just a handwritten chit), and store the bill, tag and at least one empty bag safely until the crop is well established. A dealer who refuses a proper bill is a warning sign; buy elsewhere.

True. My seed failed but I had the bill and bag, and the department helped me. My neighbour had nothing and got nothing.

If a shop refuses a printed bill, walk away. That itself shows they are hiding something.
