My seed did not germinate and I think it was fake. Where exactly do I complain and is there any chance of compensation?

Act fast and keep all evidence. Save the empty seed bag, the tag, the purchase bill and take dated photos of the failed field. Your first stop is the District Agriculture Officer or the Seed Inspector of the agriculture department, who can take an official sample, inspect the field and act under the Seeds Act against the dealer or company. Also lodge a written complaint with the dealer and the company in writing, and report to the Krishi Vigyan Kendra so they can guide you. For compensation you can approach the Consumer Disputes Redressal Forum (consumer court) with your bill and evidence, and many states also have a grievance helpline (the Kisan Call Centre 1800-180-1551 can direct you). The bill in your name is the single most important document, because without proof of purchase your case is weak. File quickly while the crop failure can still be inspected. Confirm the exact complaint officer and procedure for your district with the agriculture department or KVK.
I complained to the District Agriculture Officer and he sent the seed inspector who took a sample. Because I had the bill and bag, action started against the shop.
A farmer in our village won money in consumer court but only because he had the bill and field photos. No bill, no case.
Complain while the crop is still in the field. By the time my cousin ploughed the failed crop, the inspector could not verify anything.
The Kisan Call Centre number worked for me when I did not know which officer to go to. They told me exactly where to file.
Also tell the company in writing, not just the shop. The dealer blamed the company and the company blamed the dealer, my written complaint to both kept them honest.
