A dealer told me I can only get subsidy if I buy from a company on the government list. Is this true for all subsidies and what if a non listed shop is cheaper?
For many subsidy items, especially micro irrigation, polyhouse structures and some machinery, yes, you must buy or install through a company that is empanelled or registered with the department for that scheme, otherwise the purchase is not eligible. The reason is that the empanelled company has agreed to the approved specifications, the fixed cost norm and the verification rules, which protects you from substandard material and protects the subsidy from misuse. So a non listed shop being a little cheaper does not help if its bill cannot be claimed, you would lose the whole subsidy to save a small amount. However, for some open machinery items the rule is only that you buy from an authorised dealer with a proper GST invoice, not from a fixed empanelled list. The safest move is to check the current empanelled or registered vendor list for your specific scheme on the state portal before you choose a supplier, and confirm whether your item needs an empanelled company or just a GST invoice. Do not rely on the dealer alone to tell you he is empanelled, verify his name on the official list.
