Yes, the KCC limit is not only for seed and fertiliser. When the bank works out your limit it deliberately adds a portion for post-harvest expenses and for the consumption or household needs of the farmer family, usually a small percentage on top of the crop cost. The idea is that you should not have to run to a moneylender for everyday needs during the season. So you can use part of your drawing for genuine family expenses, though the bulk is meant for farming. Keep in mind that whatever you draw, including the household part, carries interest and must be repaid on time to keep the cheap rate, so do not treat it as free money. Some banks also give a small consumption sub limit within the KCC. The exact percentage added for household needs is set by the scheme and can change, so ask your branch how much of your limit covers consumption.
