Bank mentioned some charges when I applied for KCC. Are these legitimate and is KCC supposed to be free for small farmers?

There can be some charges on a KCC, but for small crop loans the government has pushed banks to waive many of them. For crop loans up to a certain limit, banks have been directed to waive processing, documentation, inspection and ledger folio charges, so a small farmer often pays nothing for these. Above that limit, normal processing and documentation fees may apply. You may also see charges for stamp duty on documents, and for insurance premiums if you opt for cover. What is not legitimate is being asked for any informal payment to get the card; that you should refuse and report. Ask the branch for a written list of charges and check it against the waiver for small loans. The exact waiver limit and fee schedule change, so confirm the current position with your bank, and if you are charged fees that should have been waived, raise it with the branch manager.
Mujhse choti limit par koi processing fee nahi li gayi. Ek baar kisi ne extra paisa manga tha to maine manager se shikayat ki, kaam free me ho gaya. Bina rasid kuch mat do.
