Under the current FEMA rules and RBI's general position, an NRI cannot buy agricultural land, plantation property, or a farm house in India. The same restriction applies to OCI and PIO holders. NRIs and OCIs are generally allowed to buy residential and commercial property freely, but agricultural land is specifically excluded. There are only two normal ways an NRI can come to own farm land: by inheriting it, or by receiving it as a gift from a relative who is a resident Indian (and even gifting of agricultural land to an NRI has its own conditions). If someone offers to help you 'buy' farm land as an NRI through a workaround, be very careful, because a purchase made against FEMA can be challenged later and the land can even be ordered to be sold. RBI does have a route to grant special permission in rare cases, but that is not the normal path. Please confirm your specific situation with a CA and a property lawyer before acting. I am an NRI in Dubai and I confirmed exactly this with my CA last year. I wanted to buy a small farm near my village and was told flatly it is not allowed for NRIs. I ended up taking land on a long lease instead, which is allowed.

Important point people miss: it does not matter if you have an Indian passport with you. What matters is your residential status under FEMA, not your citizenship alone. Once you are an NRI, the agricultural land purchase bar applies.
