Before exporting do I need an IEC number first? How and where do I apply for it.

Yes, the IEC (Import Export Code) is the first thing you need before exporting anything, and it is issued by DGFT (Directorate General of Foreign Trade). You apply online on the DGFT portal using your PAN, you need an Aadhaar or digital signature for verification, your bank account details and a cancelled cheque, and address proof of your business. The IEC is linked to your PAN so one entity gets one IEC. The fee is small and the code is usually issued quickly online. Note that DGFT now requires you to update or confirm your IEC details every year even if nothing changed, otherwise it can be deactivated. Confirm the current fee and the annual update rule on the official DGFT portal.
Got my IEC in one day online. Just remember to do the yearly update on DGFT, mine got deactivated once because I forgot and I had to reactivate it.
